Sorry but the laws of thermodynamics can't be repealed. It takes more energy to crack O2 and H2 out of water than you get back by burning them. He is putting the energy in with radio waves, and getting less back out from burning the liberated gases.

That doesn't mean you will get more energy from creating those bonds than you will spend breaking them. If you truly find a way to decrease entropy with a net energy gain, fusion power will be redundant. You will have made time run in reverse.

This thing is pretty much a fun parlor trick. If you like such displays, look up "plasma in the microwave" for a fun demonstration you can do with a glass, a match, and the Kenmore, if you are bored sometime.

It may not, but if the process is more effiecent then you may be able to generate more net mechanical power. (ie. 50% of 100 is still more then then 10% of 200). I'll have to agree with hawk though that this is thermo. You can't get more energy out then you put in, its all just conversion of energy from one form to another. Because of friction and heat, you'll ALWAYS get less energy out then you put in.(also shown by the increase of entropy principle as hawk stated).
