Can you take apart a cooling fan?

So my issue is the screws or bolts backed out of the cooling fan and caused the fan to wobble and hit my radiator and then busted the radiator. I'm trying to save some money and not have to buy a new fan because it is pretty new. Is there a way to get to these holes? Do I have to take it apart and how? Thanks!

That washer looks keyed. You might be able to pop it off with some careful prying.
