Doesn't "LOCKED" mean you can't use it on another car?

Yes, if it's locked you can't use it on another car. But the OP should have the capabilities of unlocking them at HTM Motorsports for resale I would assume.

No tuner can unlock them, only SCT.

Unless....you have the program to do it.

OP, be careful. SCT will pull your license if they see this!

OP, be careful. SCT will pull your license if they see this!

SCT will send a unlock file to their tuner's they just charge them a fee for the unlock on each one. My buddy that is a local SCT dealer can do it for me it just cost him to do it.
