Who or How Re-sets the New Posts

I always wondered who and how this works ?

Anyone know how this is done and why ?

What i mean is when you log-in there is some times 8 pages of new posts , then there is only 4 threads . Lots of times threads are missed or buried .
Who decides to re-set and how is it done . Its constantly changing from 5 threads to 9 pages of threads .

From what I've seen here in the five plus years is that when you log onto the site, all of the new posts are built from when you 'retired' from the websites last logon. I believe there is a timer built in to your activity here. If you let 15 minutes (or so) lapse I think the new posts will reset. However if you stay busy on the forum throughout an hour, for instance, the new posts will remain thru the duration of your activity.
