how to proceed? feel scamed

I recently bought a small car. 09 sti Subaru.
I am making a few changes as we all do to make our car our car.
I bought a damd d cf steering wheel d style from kami speed.

it was on a group buy back end of febuary. deposit of 300 required remainder 300 at time of shipping.
we were told it would be 4-5 month wait as they are made and coming from japan. after 61/2 months with nothing from the vender I inqured about canceling the order and getting my deposit back.
I was told the wheels are being shipped out and they will have them in 2 weeks so I stayed on the list.
2-3 days later they are demanding the rest as they now have a wheel to ship. I pay.
they sent a used f'n wheel. hub has surface rust,old grease, scratches is dirty and splines are definatly worn shipped with a little foam on wheel in open plastic bag in way oversized box. I have a damd o wheel that was bought in 2013 that is in better shape. I try for a week to get ahould of company and their easy return policy no answer. start a paypal discrepency. 2 business days go by no answer. escalate it to claim next day they answer. I win the claim and am told to ship back for 340 dollar return. I asked for a discount on the used wheel. I can't return the wheel it was 640 shipped. they are only going to give me back the last 340 as too much time has passed since the deposit. I get to pay for returned shipping.
so that it 600 for wheel
40 shipped to me
70 for taxas at boarder
another 50 canadian to ship back
so they can return 340.

I did not win. I lost. they get the wheel back and my 300 deposit.
I get nothing except 500 in the hole for nothing

not much you can do but get back what paypal will give you.

Document everything (with LOTS of photos) and blast them on every website and social media platform you can find.

I fund my paypal with a credit card, if you do the same maybe they can help get your deposit back too

I would probably be better off selling as used then taking the 340 from paypal.
looks as if they had planed the waiting game as it is almost 8 months since deposit. and not much I can do about it.

I doubt it was planned to stretch it out that long, just shitty business. I've seen quite a few group buys on CF parts go down on various boards. It all comes from overseas and it's ALWAYS a **** show. A handful of people get really nice products and are happy, some get **** and are pissed, the others get acceptable-ish and live with it

Send them a box filled with something else of no value.. I feel as you this was a scam. Yes people are this low.
Did anyone else in the group buy get what they paid for..

I use Visa for most purchases this way I'm protected...if **** goes bad they reimburse me and take it out of the vender....

I've only had to do this once with a purchase that was 800 and I got the money back and product was returned.. BTW I made sure when sending back that I got a signature from the courier company.
