Replace the Rack Mount busings with some PROTHANE ones and you should be fine. I personally do not think that you have to replace the sleeves, but if you wanna do them anyways, they are cheap enough..go right ahead. The PROTHANE urethane rack mount bushings are normally under $20 for the whole set and they WILL get rid of the creak in your steering.
