For example my processor is a 3.0GHz and I had it overclocked to 3.6GHz for a short while. Cons are more heat (watercooling) and it can reduce life of parts, also can be less stable if not done right. Pros are faster computer and the ability to buy a cheaper processor and run it as fast as a more expensive processor.
It's like dyno tuning your car to get more power out of what you already have. You can gain some power before you reach the limit and need more mods (bigger processor)
