It boils down to mixing addition and subtraction when only one or the other should be used:
$10 x 3 = $30, the original price of the room.
$30 MINUS $3 = $27, the price minus the three dollars the bellboy returned.
$27 MINUS $2 (not plus) = $25, which is the price of the room.
OR
$25 (actual price of the room) PLUS $3 (that the bellboy returned) = $28.
$28 PLUS $2 (that the bellboy kept) = $30, or the original amount paid.
The original problem is trying to get the number back to $30, when you actually need to attain $25. So the question sets you up to solve for the wrong result, and thus the illusion of the missing dollar.
