If the swirls are light, you could use a Porter-Cable and Meguiar's #83, followed by a coat of wax.

Lou: depending upon the severity of the peel, I'd estimate $200 for a wet sand and rotary polish back the finish. You're probably looking at 3-4 hours for this type work.

Sounds like (especially without pictures) you have orange peel in the clear coat. I recondition/detail 8-10 high end BMW's per month for a dealer and see orange peeled paint on some of them.

If it's a metal badge, use the suggestions listed above (fishing line, floss, etc).
If it's a vinyl decal, I use a small portable steamer and steam the area to soften the decal, then pull it off....
