So the plot has thickened. After calling the shop today they claim to have inspected the clutch fork during the install and it was not damaged, he's also sure it's seated on the pivot ball properly....

"FWIW, the clutch fork is super cheap, 17 bucks. I put a new one in mine just for good measure. Figured since I was spending so much on everything else, what was another 17 bucks. "

I've ruled out the quadrant as the issue. With the firewall adjuster loose the cable has slack and the shift lockout is still present.

Bouttime: Its been a couple of years since I installed it but I remember the stock trans has internal shift stops so I just removed the screws from the shifter. I'll double check for due diligence....
