OK, here we go again!
I guess someone needs to tell this guy he does not have a pre-production Mach 1. There was another recently on ebay pretty much stating the same thing. these were serial numbers held out and assigned to later production cars. Not pre-production, not even first day build cars.

i recall seeing a pic of a car like that with a CDC shaker at WHQ.
It had Bullitt wheels though.
Am I remembering correctly?

Even more interesting. No way this car was at 2002 SEMA, if that's the show he was talking about. The car was a late VIP build.

I currently own what’s left of 301781 , it did have the wrong badges , it did have aftermarket side skirts with full basani exhaust with side exit , it had xxr wheels , full Brembo brake system , blue five point harnesses , had a jlt kit to make the shaker functional and more add on parts than I can list , I don’t know what year wether it was 02 or 03 but it came with with pictures from Sema at the time it was there and it had the authenticity documents as well , I sold the car after I repaired it from where a previous owner ran it into a guard rail then it was totaled shortly after by a deer , I reacquired everything but the body and am currently swapping it all into a 93 lx
