Can you use the 2-step with a canned tune? (How do you set it?)

By canned tune I mean the pre-programmed tune that comes on the tuner. There are no custom tunes on it.

There is an option for neutral rev limiter, which I read is the 2 step setting, but when I set that it put the normal rev limiter at that setting.
