Does anyone know why there is a ground strap on the hood of the Mach 1's. There is no hood light and the hood is not metal.

It is for electrical noise coming from the engine compartment.
It your remove the strap, and are at a stop light, or parked next to another car, it could interfere with their radio signal.
If you look on the other side of the hood blanket, you will notice there is a thin layer of metal.
