The screws look like they need something resembling a hollow tipped Torx or Allen to get them out. Any idea what type of tool this is?

You'll need what is referred to as a security torx or a hollow tip torx. I found an entire set at Lowe's in the normal driver section. Craftsman had nothing other than drill bits.
T25 or 20 I think.

T25 is the size needed. NAPA carries them as well as Car Parts, although CP's might be just a local store. Thanks Ryan for the heads up on Sears. I was going there this weekend to pick up a complete set. You've saved me the trip. :)

Bought the tip (size #25 I think) last week from autozone for $3.

Its called an anti-tamper torx bit.
