This is on the drivers side, in the harness that connects to the fuel injectors. It has always been disconnected, but the square peg square hole in me wants to connect them... :)

What is it, and what does it do?

Get an overall shot of the engine, not so close.
One is EGR, one is heated PCV

Thats what the second picture is. :) Both Pigtails are in the fuel injector harness that plugs into the top of the injectors

So they are fine disconnected? I don't think they have ever been connected, jsut curious as to what they did.

The one you are holding is the egr solenoid,
the other one is the EGR heater. (pigtail plugs into it if you have heated PCV)

Im gonna say it looks like your EGR is deleted, and so is your heated PCV valve. So, you ain't got nothing to plug them into.
